ECB opens digital euro work on ATMs and payment terminals

The European Central Bank (ECB) has invited industry specialists to apply for two workstreams under its Rulebook Development Group (RDG) to outline how a potential digital euro would function across ATMs, payment terminals, and wider acceptance infrastructure, according to an announcement published Wednesday.

The workstreams will address implementation specifications for ATM and terminal providers and design certification and approval frameworks for payment solutions.

The initiative focuses on integrating a prospective digital euro with existing payment systems and hardware, including support for offline transactions and interoperability with standards used across Europe, indicating a move from policy development to implementation planning.

One workstream will draft implementation specifications for ATM and terminal providers, covering communication technologies, offline capabilities, and the reuse of established payment standards.

The second workstream will propose testing, certification, and approval processes for payment solutions and infrastructure used by payment service providers (PSPs) within the digital euro ecosystem.

Both workstreams will report to the RDG, which includes representatives of merchants, PSPs, and consumers. Selected experts will provide technical input to support the development of a standardized rulebook.

ECB targets 2027 digital euro pilot

The ECB has previously indicated it will begin selecting European Union-licensed PSPs in preparation for a 12-month digital euro pilot expected to begin in the second half of 2027.

On Feb. 18, ECB Executive Board Member Piero Cipollone said the pilot is planned to include a limited number of merchants, Eurosystem staff, and PSPs.

The ECB said a final decision on whether to issue a digital euro will be made only after the relevant legislation is adopted.
